Texas commercial roofing requirements depend on the exact property, authority, scope, building, roof assembly, and insurance route. A reroof near the coast can have different windstorm steps from a limited repair inland; a drainage change may involve more than replacing a gutter; and emergency stabilization does not remove the need for a permanent, documented scope.

Start with jurisdiction and project address
Confirm the property address, city or unincorporated area, county, authority having jurisdiction, building use, project value where relevant, and exact work description. Permit requirements can change with scope and locality.
Ask the local building authority which application, drawings, product approvals, inspections, contractor registrations, and closeout documents apply. A website summary or previous project does not guarantee the current requirement for another address.
Texas coastal windstorm inspection planning
For properties in designated coastal areas, the Texas Department of Insurance Windstorm Inspection Program may apply. TDI’s current windstorm guidance says most new construction, roof replacements, major repairs, and other alterations require an inspection and certificate of compliance, while listing limited exceptions.

Put wind design information in the scope
Commercial roof attachment is not selected from a statewide rule of thumb. Relevant information may include design wind criteria supplied by the responsible professional, roof height and geometry, exposure, zones, deck or supports, existing assembly, perimeter and corner conditions, edge metal, fasteners or adhesives, substrate, product approvals, and the selected system.
For metal panels, panel profile, spans, clips or fasteners, supports, openings, and perimeter details also matter. For adhered or mechanically attached membranes, substrate and fastening patterns must follow the project design and current system requirements.
Drainage is part of roof performance
Drains, scuppers, gutters, downspouts, overflows, crickets, tapered insulation, roof slope, deck deflection, equipment, and site discharge interact. Replacing one component without reviewing the water path can move the problem.
A coating follows the surface and does not create slope or correct structural deflection. Adding insulation or a recover system can change heights at drains, edges, curbs, doors, and overflow paths. Drainage design and structural questions belong with the responsible licensed professional where required.

Plan for severe weather before mobilization
- Define forecast thresholds and who makes the daily opening decision.
- Limit the area opened to what can be dried in and secured within the agreed shift.
- Identify temporary membranes, night seals, ballast or attachment, and emergency materials.
- Protect interiors, equipment, stock, tenants, and operations below the work.
- Secure loose materials, panels, insulation, tools, debris, and equipment against wind.
- Maintain drains, scuppers, and temporary water paths.
- Document conditions, temporary work, weather events, and handback.
Emergency response after hail, wind, or heavy rain should first address safety and feasible temporary protection. It should then transition into a defined storm-damage roofing scope. Coverage and claim decisions remain with the owner, insurer, licensed adjuster, or legal adviser as applicable.
Product and manufacturer requirements
Current product data, installation instructions, tested assemblies, evaluation reports, and warranty processes should be tied to the exact proposed system. A manufacturer logo or product-family name does not prove that one assembly meets project requirements.

- Confirm system, substrate, attachment, edge, opening, drainage, and product documents.
- Assign responsibilities for permits, professional services, manufacturer steps, testing, and records.
- Plan temporary weather protection and severe-weather response.
- Do not conceal work needed for an inspection before the responsible party has reviewed it.
Coordinate requirements before work begins
A bid should state which permits, inspections, professional services, product approvals, testing, and closeout records are included or excluded. Unassigned compliance work creates schedule and cost risk.
